据《中国金融》今年第五期《人民银行和工商银行省、市分行机构分设的试点工作顺利进行》一文报道:“至于省以下人民银行机构的设置,五省市分行意见不相同。四川在地区、省辖市和一个自治州设人民银行机构……”。照此来看,四川省只打算在凉山州的西昌市设人民银行机构,而不准备在甘孜州的康定和阿坝州的马尔康设人民银行机构,作为一个长期在民族地区工作的金融干部,对此有些不同的看法。我认为:不论此事是否已成定论,都有再行慎重研究之必要。在民族自治州的首府,特别是康定,都应该设立人民银行机构,其理由有三:
