裕民县是我区一个灾害多发县,由于频繁遭受风、旱、虫、雪等灾害,解放以来,农牧业生产发展缓慢,其中畜牧业发展更是进两步、退一步,因此,县财政十分困难,赤字额每年在90%左右,贫困户比例占农牧民总数的61%.进入90年代以来,在全疆各地大搞牧民定居,1997年全疆累计定居率达69%时,裕民县定居率仅有13%.但经过1998年一年的艰苦努力,裕民县定居率上升到40%,而且定居牧民人均收入由定居前的868元上升到1825元,高于全县农牧民人均收入1450.86元的水平.
