我国水资源特点以及供需不平衡现状 ,充分说明我国是一个水资源短缺、生态环境脆弱的国家 ,也在客观上决定了我国实行水资源统一管理的必要性。实行水资源统一管理 ,算清水账是基础 ,管理体制是保障 ,水资源的合理有效利用是目的。水资源管理应逐步走向法制化和社会化 ,水资源分配管理应以流域为基础 ,逐步探索在水量分配的基础上建立健全水权管理体制。水价问题附属于相应的水管理和水分配体制 ,水价不应完全市场化 ,但要符合市场经济的规律
The characteristics of China’s water resources and imbalances between supply and demand fully show that our country is a country with a shortage of water resources and a fragile ecological environment. Water resources management should be gradually legalized and socialized. The problem of water price is attached to the corresponding water management and water distribution system.
