各行政公署,各市、县人民政府,省政府各直属单位:为维护通信市场的公平竞争,防止形成新的重复建设,根据《中华人民共和国电信条例》有关规定及信息产业部信部规[2001]783号文件的要求,经省政府同意,现就加强通信管道建设与管理的有关问题通知如下:一、通信管道是指通信专用管道和市政综合性管道中的通信专用管孔。通信管道的出租、出售属于基础电信业务,应纳入通信主管部门的行业管理,只有具有网络元素出租、出售业务经营许可证的基础电信业务经营者方可从事通信管道的出租、出售业务。
In order to maintain fair competition in the communications market and prevent the formation of new duplicate construction, according to the relevant provisions of the “Regulations of the People’s Republic of China on Telecommunications” and the letter and regulation of the Ministry of Information Industry [2001], all subordinate units of the administrative offices, municipalities and county people’s governments and provincial governments: ] No. 783, with the consent of the provincial government, we hereby notify you of the following issues concerning the strengthening of the construction and management of communications pipelines: I. Communication pipe means the communication pipe hole exclusively used for communication dedicated pipes and municipal integrated pipelines. Rental and sale of communication pipes belong to the basic telecommunication services and should be included in the industry management of the competent communication departments. Only the basic telecommunication service operators that have the network elements to rent or sell business licenses may engage in the rental and sale of communication channels.
