国家信息中心常委副主任刘鹤近期撰文分析中认为,“十五”期间,中国经济发展将呈现三大趋势。趋势一:产业结构调整速度加快。“十五”计划,其实就是四个字“结构调整”。以往结构调整比较注意数量比例关系调整。而“十五”期间更多的是生产关系的调整。要消除阻碍生产力发展的生产关系障碍、体制障碍,如产权怎么界定,分配制度怎么改革。

However, during the “Tenth Five-Year Plan,” more is the adjustment of the relations of production. We should eliminate the barriers of production relations and institutional obstacles that impede the development of productive forces, such as how to define property rights and how to reform the distribution system.
