Cement is a pillar industry in Zaozhuang City. The current production scale has reached an annual output of 16.5 million tons, and the total amount ranks first in Shandong Province, accounting for about 3.7% of the country’s total production. Zaozhuang Cement has won high praise from the four parties for its high quality, and a large number of large-scale enterprises with an annual output of over one million tons have emerged. In recent years, a group of small cement plants with high energy consumption have also been put into production. By the end of 1998, the number of cement enterprises in the city had grown to 128, of which 85 companies with a design capacity of 44,000 tons and above accounted for cement production. The city’s 96.3%; the remaining 43 companies with 30,000 tons and below accounted for only 3.7% of the city’s output. The production conditions of these 30,000-ton or less enterprises are simple, and the “three certificates” are not perfect. Except for one company to collect evidence, all of them are undocumented and illegally produced, and the quality cannot be guaranteed.
