During the period of the War of Resistance against Japan, the Eighth Route Army had a southward move and ordered a new army to go northward and open up an anti-japanese base in northern Jiangsu. This was a wise strategic decision for the CPC Central Committee in developing Central China. The realization of this strategic decision communicated with the Eighth Route Army and the New Fourth Army and broke the conspiracy of the diehards of the Kuomintang to annihilate the New Fourth Army and restrict the Eighth Route Army to North China.
