台湾当局对大陆的经贸政策及其相应的配合措施,十年来有相当大的调整,这是海峡两岸及国际上各种政治、经济、文化因素综合作用的结果。 一、中共和平统一祖国的方针政策及大陆改革开放的巨大成就是台湾当局调整对大陆经贸政策的强大引力 为了使台湾早日回归祖国,完成统一大业,中共做了不懈的努力。从1979年元旦发表《告台湾同胞书》以来,制定了一系列方针政策。这些政策的中心内容是:在台湾作为中华人民共和国的一个特别行政区的前提下,一切可以维持现状,即著名的“一国两制”的构想。这一构想照顾到包括二千万台湾同胞在内的全国各族人民的根本利益和愿望,因而它将是长期不变的。理由如下:
The Taiwan authorities have made considerable adjustments to their mainland economic and trade policies and their corresponding cooperation measures in the past decade. This is the result of the combined effect of various political, economic and cultural factors across the Taiwan Strait and the rest of the world. I. The CCP’s Guidelines for Peaceful Reunification of the Motherland and the Great Achievements of Mainland’s Reform and Opening up are the Gravitation Taken by the Taiwan Authorities to Adjust Mainland’s Economic and Trade Policies In order to bring Taiwan’s return to the motherland at an early date and accomplish the great cause of reunification, the CPC made unremitting efforts. Since the publication of the “Letter to Taiwan Compatriots” on New Year’s Day in 1979, a series of guidelines and policies have been formulated. The central task of these policies is: Under the premise of Taiwan as a special administrative region of the People’s Republic of China, all can uphold the status quo, that is, the famous concept of “one country, two systems”. This concept will take care of the fundamental interests and aspirations of the people of all ethnic groups in our country, including 20 million Taiwanese compatriots, and will therefore remain unchanged for the long term.
