营造良好的经营环境和社会化服务体系量大面广的中小企业由于单个力量薄弱,易受不利环境的影响,新生率高,失败率也很高,过高的破产或歇业率,势必影响中小企业的健康发展。为此,政府和社会帮助中小企业发展的一个重点就是要为它们营造一个良好的经营环境,并建立完善的管理、技术和信息等多方而的社会化服务体系。1.营造中小企业的良好经营环境(1)鼓励中小企业的创建,简化各种申办手续。创业阶段是企业发展最需要帮助的时候之一。为了提高中小企业的新生率,减少企业创建成本和困难,许多国家都在中小企业的创建上给予了方方面面的扶持和帮助,其中主要措施包括:提供免费的创业咨询、简化申办手续、建立开业代办机构、实行创业初期的免税政策、甚至提供创业贷款担保、财政补贴和优惠
