“四个全面”战略布局是以习近平同志为总书记的党中央治国理政的顶层设计和整体架构,具有深刻的引领作用。可以说,“四个全面”概括了当前和今后一个时期推动中国现代化、推动改革开放的关键问题。中国所有的改革需要顶层设计,更需要在底层推动。以村(社区)“两委”为代表的基层政权组织作为反映民意、集中民智、落实民权的践行者,应在落实“四个全面”战略布局中发挥更大的作用。一、面临新形势和新要求,基层政权组织
