第一条根据自治区人民政府《关于创新财政支农方式加快发展农业特色优势产业的实施意见》(宁政发〔2016〕27号)(以下简称《意见》),为规范加快发展农业特色优势产业贷款贴息资金(以下简称“贴息资金”)管理工作,特制订本办法。第二条贴息资金是指自治区各级财政统筹整合安排的用于《意见》确定的对“1+4”产业(即优质粮食含马铃薯、蔬菜、草畜、枸杞、酿酒葡萄)采取贷款贴息扶持方式所需的资金。酿酒葡萄产业由自治区葡萄产业发展局统一组织实施,不执行此办法。
