在深化改革的形势下,概预算工作日益显示出重要的作用。为了激励中青年概预算工作者奋发上进,以及活跃学术活动,提高业务水平,以适应深化改革的需要,水利水电规划设计总院组织了水利水电系统第一次中青年概预算工作者优秀论文征集、评选活动。这次活动由中国水力发电工程学会工程经济定额预算委员会牵头,我院负责组织。自1991年5月发出征文通知后,各有关设计、施工、院校和管理单位的中青年概预算工作者踊跃投稿。到1992年3月底共收到论文130篇。1992年4月,经评审委员会的专家们两轮认真评审,共评选出优秀论文40篇,其中一等奖3篇,二等奖5篇,三等奖32篇。我院施工二处有4篇论文获得了三等奖。获奖的论文命题
Under the situation of deepening reform, the budgetary estimate has increasingly shown an important role. In order to motivate young and middle-aged budgeting workers to make progress, as well as active academic activities and business operations to meet the needs of deepening reform, the Planning and Design Institute of Water Conservancy and Hydropower organized the first excellent young and middle-aged people in the budget documentary collection ,Contest. This activity is led by China Hydropower Engineering Society Engineering Budget Committee, and our institute is responsible for organizing. Since the essay notice was issued in May 1991, all budding young and middle-aged budget workers in relevant design, construction, institutions and management units have enthusiastically submitted papers. By the end of March 1992 a total of 130 papers were received. In April 1992, the experts of the jury carefully reviewed two rounds of judging and selected 40 outstanding papers, including 3 first prizes, 5 second prizes and 32 third prizes.
