建设创新型国家是党中央、国务院作出的一项重大战略决策。胡锦涛总书记指出,要“把增强自主创新能力作为国家战略,贯穿到现代化建设各个方面,激发全民族创新精神,培养高水平创新人才,形成有利于自主创新的体制机制”。公路行业作为国家经济社会发展的重要基础行业,理应走在建设创新型国家、创新型行业的前列。当前,席卷全球的知识经济浪潮不仅冲击着高新技术产业,也给公路行业带来了激烈的竞争和强大的压力。公路行业如何走一条自主创新的道路,努力建成创新型公路行业,已成为当前各级公路管理部门研究的一项重要课题。
Building an innovative country is a major strategic decision made by the Central Party Committee and the State Council. General Secretary Hu Jintao pointed out that it is necessary to “regard strengthening the capacity of independent innovation as a national strategy and running through all aspects of the modernization drive to inspire the innovation of the entire nation, cultivate a high level of innovative talents and form an institutional mechanism conducive to independent innovation.” As an important basic industry of the country’s economic and social development, the highway industry should walk in the forefront of building an innovative country and an innovative industry. At present, the tide of knowledge-based economy sweeping the globe not only impacts the high-tech industries, but also brings intense competition and strong pressure to the highway industry. How the highway industry takes a road of independent innovation and strives to build an innovative road industry has become an important issue for the study of highway management departments at all levels at present.
