三年新医改成绩斐然,问题亦不少。厘清外围后,新医改正逐步向“深水区”迈进。2009年初,国务院常务会议通过了《关于深化医药卫生体制改革的意见》和《2009～2011年深化医药卫生体制改革实施方案》,新一轮医改方案正式出台。新医改的思路是分步骤地有序实施,涉及对五项重点任务的系统化梳理与改变:建立基本医疗保障体系、健全基本医疗卫生服务体系、建立基本药物制度、健全均等化的基本公共卫生服务体系、探索公立医院改革的基本路子。
