In the next 20 years, Shanghai will be at the forefront of China’s reform and opening up. The development goal model of “one leader” and “three centers” has clearly defined the urban status and role of Shanghai in the early 21st century both theoretically and practically. Our scholar of East China Normal University Soft Science Research Center made an introduction on the related issues of the development of science and technology in Shanghai in the 21st century.
