印度拥有超前发达的新闻业,在如今互联网席卷全球的浪潮下依然逆势繁荣。长久以来,印度媒体以英国为模板,自律机制较为完善,形成了以自律换自由的良好势头,然而近年来媒体腐败现象一再出现苗头,甚至在2009大选年在多个邦中爆发了媒体与候选人之间以暗箱操作的形式展开的“有偿新闻”乱象,全国排名数一数二的媒体尽数被牵扯其中,成为一时无二的丑闻。本文以2009年大选为例,主要介绍了印度媒体中的“有偿新闻”腐败现状,分析了其媒体规制路径,并对媒体腐败乱象的追惩机制及治理难题展开了探究,试图以此为国内媒体腐败治理提供一种思路。
India has a well-developed journalism and is still prospering under the tide of sweeping global Internet. For a long time, the Indian media have used the UK as a template to perfect their self-regulatory mechanism and have formed a good momentum of freedom and self-discipline. In recent years, however, there has been a recurrence of media corruption. Taking the 2009 general election as an example, this paper mainly introduces the status quo of corruption in Indian media and analyzes the path of its media regulation. It explores the mechanism and the governance of media corruption chaos and tries to solve the problem This provides a way of thinking for corruption control in the domestic media.
