党的十八大以来,党中央、国务院对发展现代职业教育做出了新的战略部署,为职业教育服务经济转型、结构调整、产业升级、提升人力资本素质指明了方向。近年来,职业教育为发展现代农牧业、现代制造业、现代服务业培养了数以亿计的各级各类技术技能人才。当前,在经济发展进入新常态的历史阶段,职业教育肩负着更加重大的历史使命,亟须为全面提升人力资本整体素质增强培养能力,为实现“两个一百年”奋斗目标和中华民族伟大复兴的中国梦提供坚实的人才保障。面对职业教育的新形势、新问题、新挑战、新机遇、新任务,鲁昕同志从为实现“两个一百年”奋斗目标提供坚实人才保障这个大局出发,撰写了《职业教育,加快适应经济新常态》一文。文章紧密联系职业教育工作实际,既脚踏实地又高屋建瓴地阐述了中国经济新常态的重大趋势性变化对职业教育必须准确认识新常态、主动适应新常态、全面服务新常态的客观要求,并从落细落实顶层设计、推动工作重点转型、健全相关制度标准、形成现代治理体系等10方面,提出了全面推进职业教育改革创新的新举措。本刊转发此文,希望对职教界研判职教新常态有大视野的深邃启发,对实践职教新常态有强有力的真实推动。
