修宪是社会主义具体制度和具体政策与时俱进的要求现行宪法诞生以前的20多年中,我们党领导全国人民一直在探索怎样建设符合中国国情的社会主义这个根本问题。在探索过程中,既有成功的经验,也有失误的教训。同这种客观情况相伴随,宪法更替比较频繁,先后制定过三部宪法,即1954年宪法、1975年宪法和1978年宪法。1982年诞生的现行宪法,由于正确地总结了新中国成立以来的历史经验,体现了党的正确主张和人民共同意志的统一,集中反映了最大多数人民的根本利益,因而受到了人们的普遍拥护。同时,人们又普遍期望这部宪法能够保持高度稳定,最好不要改动,至少在一个长时期内不作改动。这种心情是可以理解的。
Amending the Constitution is a Requirement for Keeping the Specific System and Specific Policies of the Socialist Society Advancing with the Times In the 20 years before the current constitution was founded, our party led the people throughout the country in exploring the fundamental issue of how to build socialism that is in keeping with China’s national conditions. In the exploration process, both successful experience, but also mistakes. Accompanied by this objective situation, the constitutional alternation is relatively frequent. Three constitutions have been formulated, that is, the 1954 Constitution, the 1975 Constitution and the 1978 Constitution. The current constitution, born in 1982, has been universally endorsed by people because it correctly summed up the historical experience since the founding of new China, reflected the party’s correct assertion and the common aspirations of the people, concentratedly reflected the fundamental interests of the overwhelming majority of the people . At the same time, it is generally expected that this constitution will remain highly stable, and it is best not to change it, at least for a long period without any change. This feeling is understandable.
