在建设资金缺乏的情况下,选择何种类型自然村优先建设通自然村公路是农村公路发展政策分析中的一个重要问题。基于边际收益分析提出了考虑通自然村公路通达深度与受益人口关系的边际收益率指标,用于分析资金约束条件下的通自然村公路建设水平。当边际收益率等于1时,通自然村公路的总收益达到最大值;大于1表示总收益上升,小于1表示总收益下降。以福建省尚未通公路的自然村为例,分析了该省在一定资金约束条件下的自然村通达深度,验证了本文所提出的指标在实际农村公路发展政策分析中的应用。
In the absence of construction funds, choosing which type of natural villages to prioritize the construction of natural village roads is an important issue in the analysis of rural road development policies. Based on the analysis of marginal revenue, the marginal rate of return index considering the relationship between the access of natural villages and the beneficiary population is proposed to analyze the highway construction level of natural villages under the capital constraints. When the marginal rate of return is equal to 1, the total revenue of the natural village road reaches the maximum value; if it is greater than 1, it means that the total return goes up; if it is less than 1, it means the total return falls. Taking the villages in the unhurried highway of Fujian Province as an example, this paper analyzes the depth of access to natural villages under certain capital constraints in the province and verifies the application of the indicators proposed in this paper to the analysis of actual rural road development policies.
