水库的安全问题,要坚持以防为主的方针,应从工程的勘测、设计、施工阶段抓起。在汛前更应克服麻痹思想,把工程检查好。如水库水帐不清的,要补课;放水设备要检修好,溢洪道不够标准、坝坡过陡、坝高不够等都要研究处理。土坝在管理运行中安全情况是不断变化的,往往存在一些问题,有的是设计、施工中遗留下来的,有的是运行中新产生的。这些问题有的很快就暴露了,有的则隐蔽很久,可能在汛期水位较高吋突然暴露,因此经常对土坝进行检查,及早发现病情和处理加固,是保证水库安全,充分发挥工程效盖的重要措施,是管理工作中的基本任务。在汛期中,细心检查观测土坝的运行情况也是防汛工作的重要一环。
