在我国,公共设施领域的改革幅度最小、变化发展较慢,传统体制的弊端不仅没有消除而且随 着其需求规模的扩大而表现得更为明显和严重。与发达国家的发展状况相比,我国成本高、效 率低、服务质量和效益差的矛盾尤为突出。目前,旧的理念、手段和运营机制已经不能满足经 济快速发展的要求,因此,借鉴发达国家市场化的经验,研究我国市场化改革的对策已经成为 急需加以研究的迫切问题。
In our country, the reform of public facilities is the smallest and the change is slow. The disadvantages of the traditional system are not only eliminated but also more obvious and serious as the scale of its demand expands. Compared with the development of developed countries, the contradiction between high cost, low efficiency and poor service quality and efficiency in our country is particularly prominent. At present, the old ideas, methods and operational mechanisms can no longer meet the requirements of rapid economic development. Therefore, studying the market-oriented experience of developed countries and studying the countermeasures of market-oriented reforms in our country has become an urgent issue urgently needed to be studied.
