王曲策忍(Wang Chug Tsering),藏族,祖籍西康,1873年7月5日生于帕里。青少年时期受到良好教育,谙悉藏、英、印、尼四种文字(汉语较差),是藏人中少有的人才。1894年5月1日亚东设关开埠通商之前一个月,王曲策忍在大吉岭被亚东关首任税务司戴乐尔(F.E.Taylor,)聘为译员,海关《新关题名录(Service List)》(民国时期称《海关职员题名录》)上列于试用同文供事,1901年6月转为正式同文供事。从此王曲策忍成为中国海关颇有影响的职员,为维护汉藏人民的血肉情谊做出了特殊的贡献。
Wang Chug Tsering, born in Pari on July 5, 1873, a native of Tibet. Being educated in adolescence and familiar with the four languages of Tibetan, English, Indian and Indonesian (Chinese is poor), they are rare talents in Tibetans.
