(一)顺应大趋势,推进制度的大创新和大转型现在,城镇企业职工基本养老保险实行的是统账结合的制度模式,但绝大多数地区实际运行的大多是现收现付的制度模式。制度改革的可能方向是合理调整制度建设思路,以个人帐户为目标,逐步提高单位缴费进人个人账户的比例,加快做实个人账户
