新常态这个话题,这一阵多有人提及。我本人对此词汇也有所思考,有几点看法,如有谬误,尚请指正。贵刊编辑所命之题为《财政支出的新常态》,对于这个提法我很认同,但首先要有一些背景:其一,说新常态,不能不提“旧常态”;其二,说常态,不能不提“非常态”;第三,说支出,不能不提收入。因有古方有今,有出方有入,任何割裂开单谈一方的做法,我个人认为都是不全面的。这是我要说的背景问题。

I agree with this formulation but first of all I have some background: First, to say a new normal, one can not but mention “the old normal”; and secondly, , That normal, can not fail to mention “very state ”; third, that expenditure can not fail to mention revenue. Because of the ancient and contemporary, there are ways and means, any one split on the one side of the practice, I personally think that are not comprehensive. This is the background question I am going to say.
