去年年底,党中央、国务院颁布了《关于实行党风廉政责任制的规定》。半年多来,各级党委、政府和纪检监察机关为落实《规定》,做了大量富有成效的工作。据初步了解,全国绝大多数省、区、市和中央部委制定了落实《规定》的实施细则,许多地区和部门根据今年党风廉政建设和反腐败工作进行了责任分解,各地各部门普遍对一些违反《规定》的领导干部实行了责任追究。当然,也要看到贯彻《规定》的时间还不长,很多工作是刚起步,还存在不少问题,其中有些问题尤其需要引起足够注意:少数地方和部门至今没有制定实施细则和办法,有的虽然制定了,但内容过于原则,针对性和可操作性不强;有些领导干部对落实党风廉政责任制规定的重大意义认识不到位,有
At the end of last year, the Central Party Committee and the State Council promulgated the “Provisions on Implementing the Responsibility System for Party Conduct and Clean and Honest Administration.” For more than six months, the party committees, governments and discipline inspection and supervision organs at all levels have done a great deal of fruitful work in implementing the “Provisions.” According to preliminary understandings, most provinces, regions, municipalities and central ministries throughout the country have formulated the implementing rules for the implementation of the “Regulations,” and many regions and departments have carried out responsibility decomposition according to this year’s campaign of building a clean and honest government and fighting corruption. Some leading cadres who violate the “Provisions” have been held responsible. Of course, we must also realize that it has not taken long time to carry out the “Regulations”. Many of these work have just started out and many problems still exist. Some of these problems require special attention. In particular, a few localities and departments have not formulated any detailed rules and measures for the implementation of the “Regulations” Although the content is too specific, pertinent and operant, some leading cadres do not know enough about the great significance of implementing the provisions of the responsibility system for party conduct and clean government.
