2008年,江苏省开始实施了“万顷良田”的惠民工程,工程的目的是将工程项目区内的村庄整体搬迁,将村民集中到城镇的多层楼房中,使村民成为居民,然后将腾退出的土地恢复成连成片的耕地。如皋柴湾镇经济开发区是1993年12月经江苏省人民政府批准设立的首批13个省级开发区之一。2008年,如皋柴湾镇作为江苏省万顷良田建设工程的试点镇,如皋市政府利用这一契机将经济开发区和柴湾镇进行有机整合。大胆探索
In 2008, Jiangsu Province started to implement the Huimin Project of 10,000 hectares of fertile land.
