首先,推进企业改革,必须有一个强有力的领导班子。稳定的安全形势和良好的经济效益,是过硬的职工队伍干出来的,过硬的职工队伍是优秀的领导班子带出来的。实践证明:“不怕有个乱摊子,就怕没有好班子:班子行不行,就看前两名。”有一个好的领导班子,再大的困难可以克服,没有名牌可以创造。反之,再好的企业也会垮掉。着力把企业的各级领导班子建设好,真正使之成为:高举旗帜,政治坚定;作风过硬,勤政务实;
