中央提出明年实行稳健的财政政策,是符合我国现阶段经济形势的发展变化和宏观调控的客观需要的,是又一次科学的相机抉择。稳健的财政政策核心是松紧适度,着力协调,放眼长远。具体说来,要注重把握“控制赤字、调整结构、推进改革、增收节支”十六个字。继续保持一定的赤字规模和长期建设国债规模,是坚持发展是党执政兴国第一要务的要求,也是保持一定宏观调控能力的需要。在实施稳健的财政政策过程中,中央财政将通过积极运用财税政策、调整财政支出结构、增加转移支付等措施,继续加大对电西部地区和东北地区等老工业基地的支持力度,促进区域协调发展。
