预算法作为具有我国特色社会主义色彩的重要法律,是我国财政的基本法律依据,而我国在2015年1月正式实施《新预算法》更是国家经济法律化建设的最新成果,标志着我国已迈出构建公平公正、公开透明、科学规范现代预算体系的第一步。新预算法中全面贯彻了我党十八大以及十八届三中全会的主体思想,依照我党以及国务院的财政改革要求,汲取成功经验,制定改革方向,实现了预算管理等方面的重大突破。
The budget law, as an important law of socialism with Chinese characteristics, is the basic legal basis for our country’s finance. However, the formal implementation of the “new budget law” by China in January 2015 is the latest result of the legalization of the country’s economy. Take the first step toward building a fair and just, open and transparent modern scientific and standardized budget system. The new budget law comprehensively implemented the main ideas of the 18th CPC National Congress and the 3rd Plenary Session of the 18th CPC Central Committee. In accordance with the requirements of fiscal reform of our party and the State Council, we learned from the successful experiences, formulated the direction of reform, and achieved major breakthroughs in budget management .
