近来不少读者来信询问,一些地方农村集体财务与资产管理混乱的问题突出。有的会计账目不清,财务公开流于形式;有的产权纠纷频繁,资产流失严重,损害了农民的利益;还有的随意混淆农村集体资产与国有资产的界限,打乱现行农村集体财务与资产管理体制,引发了新的矛盾。对这些问题,应采取什么措施加以解决?为此,本刊请农业部经管司集体资产处负责人就有关问题给予答复。
