黄河的主要问题是泥沙,黄河的泥沙主要来自中游,尤以陕西为多。在漫长的治黄工作中,如何解决泥沙问题一直是个关键。实践证明,水土保持不仅是黄河中游黄土高原发展国民经济建设的保证,也是从根本上减少输入黄河泥沙的主要措施,是根治黄河之本。经过40年的治理,已经取得了很大成绩。但是,也有人认为黄河泥沙是一种天然的环境地质地球化学过程,是人无法改变的。笔者认为这是一种纯自然主义的观点,缺乏积极的因素。
The main problem of the Yellow River is sediment. The sediment of the Yellow River mainly comes from the middle reaches, especially from Shaanxi. In the long process of governance of the Yellow River, how to solve the sediment problem has always been the key. Practice has proved that soil and water conservation is not only a guarantee for the development of the national economy in the Loess Plateau in the middle reaches of the Yellow River, but also a fundamental measure to reduce the input to the Yellow River sediment and to root out the Yellow River. After 40 years of governance, great achievements have been made. However, some people think that the Yellow River sediment is a natural environmental geochemical process that can not be changed by human beings. I think this is a purely natural point of view, the lack of positive factors.
