据新华社报道,自北京市宣布实施工作居住证制度以来,首批已有104人拿到这一“绿卡”。今后,持有工作居住证者在“子女入学、购房购车、创办企业、申办出国、科技资助、职称评定、参加保险”等到方面可与北京市民享受同等待遇。舆论认为,新推出的这一政策解决了人才流动的机制问题,建立“户口不迁、关系不转、双向选择、智力流动、来去自由”的人才“柔性”流动新模式,有利于探索“不求所有,但求所用”的人才引进机制,使国内外人才为首都经济和社会发展服务。但《中华工商时报》近日有评论认为,尽管北京实施这一制度赢得一片叫好,但这份“北京绿卡”仍难满足外地人的企盼。
