“车公里补贴模式”以政府购买公共服务为核心理念,补贴机制设计基于相对稳定的计量指标,较好处理了效率激励、风险承担和有效监管的关系。在该模式下,政企双方客流风险皆得以显著降低,有利于项目各参与方形成利益风险共识,加快PPP实施;采用该模式,也可有效形成公众对地铁沿线交通服务水平的预期,在不断扩大地铁客流的同时促进沿线区
