1986年,我县认真贯彻全国烟草会议精神,以“计划种植、主攻质量、优质适产”为指导方针,在遭受历史上罕见的旱灾和病虫害的情况下,经过全县干部群众的艰苦努力,仍取得了较好的成绩。截止10月30日,已收购烤烟2325万公斤,超额完成了上级下达的收购任务。其中上等烟占总收购量的5.5%,全县涌现出了一大批优质典型,上等烟占总产30%以上的有278户,其中上等烟达到50%以上的有42户;亩产中一烟10公斤以上的有126户。孙祠堂乡刘楼村烟农贾修德的上等烟达到69.5%,亩均中一烟21公斤。在商品等级提高的基础上,内在化学成份趋于协调。据化验,中三级烟含糖量在20%左右,烟碱含量2.5%上下,受到了国外客商及国内烟厂的好评。1986年,我们围绕提高烟叶质量,狠抓了“八个转向”:
