政策制定是公共政策的核心环节,也是政策过程的首要阶段。随着社会发展,我国已经进入社会冲突的多发期,各种形式的冲突对社会公共问题成为政策问题并且进入政策议程有着举足轻重的作用,又对政策的形成过程如政策的目标、内容、效果以及出台时间有着重要的影响。本文通过分析冲突对政策制定的作用,提出政策制定对各种冲突的应对策略,将冲突维持在一个适当的水平,是维持社会和谐稳定发展,达到社会效益最大化的有效途径。
Policy making is the core of public policy and the first phase of the policy process. With the development of our society, our country has entered the multiple periods of social conflicts. All kinds of conflicts have played a decisive role in making social and public issues a policy issue and have entered the policy agenda. The conflicts between the various forms of conflict and the policy objectives, content, effects, The introduction of time has an important impact. By analyzing the role of conflict in policy formulation and putting forward the strategy of coping with various conflicts, this paper maintains an appropriate level of conflict and is an effective way to maintain social harmony and stability and maximize social benefits.
