中俄界河黑龙江,蜿蜒4 000多公里,黑龙江省黑河市与俄罗斯远东第三大城市布拉戈维申斯克市隔江相望,是中俄边境线上一对距离最近、规格最高、规模最大、功能最全的对应口岸城市,被誉为“中俄双子城”。中国最北的国际航运口岸便坐落于此。黑河爱辉海事处大岛办事处负责中国黑河至俄罗斯布市国际客运口岸的现场监管工作,现有执法人员6人,绝大多数都是家在外地的年轻人,有的更是第一次远离家乡不能与父母亲人一起过年。
