雅安市人民医院位于雅安市中心,为全市30多万人提供医疗卫生服务,但由于各种原因已不能适应医疗需求的变化与发展,业务用房1989年仅有3800平方米,病床150张,人才严重缺乏,受过大专以上专业教育的人员不足15%;检查治疗手段落后,大型设备仅有400mAX光机,超声心动图仪、CX=Ⅱ B超各1台,年门诊量51146人次,年收入不足150万。1989年底现任领导班子上任后,在国家投入严重不足,而医院迫切需要发展的情况下,采取了负债经营的方式。通过5年的实践使医院出现了崭新的局面。1994年底固定资产达740多万,年收入440多万,装备了一大批较先进的设备仪器,取得了较好的社会效益与经济效益。本文通过对雅安市医院5年来负债经营现状的分析,提出医院加强自身建设,提高两个效益的一种新的管理模式。
Ya’an City People’s Hospital is located in the center of Ya’an City and provides medical and health services for more than 300,000 people in the city. However, due to various reasons, it is unable to adapt to the changes and development of medical needs. The business houses were only 3,800 square meters in 1989, and 150 beds. Serious shortage of talents, less than 15% of staff who have received professional education at college level or above; inspection and treatment methods are backward, large-scale equipment is only 400mA X-ray machine, echocardiograph, CX = II B ultrasound each one, annual outpatient amount 51146 person-times, annual income Less than 1.5 million. After the current leadership team took office at the end of 1989, there was a serious shortage of investment in the country, and the hospital urgently needed development to adopt a debt management approach. Through five years of practice, the hospital has emerged a brand new situation. At the end of 1994, the fixed assets reached more than 7.4 million and the annual income was more than 440 million. Equipped with a large number of more advanced equipment and equipment, it achieved better social and economic benefits. This article analyzes the status quo of Ya’an City Hospital’s liabilities management over the past five years, and proposes a new management model in which the hospital strengthens its own construction and improves the two benefits.
