兵团体制的特殊性,决定了农牧团场在进行生产经营的同时,还承担着公共管理的职能,近些年来国家加大了对兵团建设的投入,资金的管理和合理的使用显得尤为重要。而预算成为了先锋兵,如果预算管理不到位,就谈不上合理的使用资金。怎样加强预算管理,设计合理预算流程,提高资金利用率,是本文讨论的重点。
The particularity of the corps system determines that while carrying out production and management, the farming and pastoral corps also undertake the functions of public administration. In recent years, the state has increased its investment in corps construction, and the management of funds and the rational use of funds are particularly important . The budget has become a vanguard, if the budget management is not in place, there is no reasonable use of funds. How to strengthen the budget management, design a reasonable budget process and improve the utilization of funds, is the focus of this article.
