In recent years, Wenzhou people in France have relied on associations to participate in local political activities through demonstrations, participation in elections, and public opinions. These activities originated from the original intention of protecting the rights and interests of Chinese people, but in practice they unconsciously took the responsibility of improving the Chinese image and safeguarding China’s dignity and other national responsibilities and became an important part of China’s public diplomacy. This article examines the recent progress of the political participation of Wenzhou societies in France and explores the role of public diplomacy in overseas Chinese affairs. The “Outline for the Development of National Overseas Chinese Affairs (2011-2015)” issued by the State Council takes “Expanding Public Diplomacy of Overseas Chinese Affairs” as one of the important tasks of our country’s overseas Chinese affairs in the next five years.
