三、“文化大革命”时期的公安工作 (一)努力稳定公安机关和公安工作措施的失败和第一次军管。1966年5月,“文化大革命”运动在全国开展以后,浙江各地的社会治安出现混乱局面,公安机关内部也有一些干部要求“闹革命”。针对这些情况,省委一面指示公安机关做好党政首脑机关、要害单位的保卫工作,一面一再重申,公安机关是人民民主专政机关,必须正常执行职能,做好维护社会治安稳定工作。1966年12月1日,省委批转了省公安厅《关于开展公安机关文化大革命的几点意见》;同月7日,省委决定,专(市)县公安机关单独建立党组,城市分局和派出所的党组织直属市公安局党组(或党委)领导;12月15日,省委又通知决定,全省公安机关的文化大革命暂缓开展。但不久在1967年上海“一月风暴”的影响下,全省各级机关掀起了夺权逆流,一些干部卷入派系斗争,工作陷于瘫痪,省委关于稳定公安机关、加强公安工作的措施无法得到贯彻。1967年3月16日,浙江省军区奉命对公安厅实行军管后,颁发了一号、二号两个通告,主要精神是要充分发挥无产阶级专政机关的威力,坚决镇压反革命。但在当时混乱的局势下,这些稳定社会治安的措施难以得到贯彻。
III. Public Security Work in the “Cultural Revolution” (I) Efforts to Stabilize the Failure and First Military Administration of Public Security Organs and Public Security Measures. In May 1966, after the “Great Cultural Revolution” campaign was launched nationwide, social order and security in various parts of Zhejiang were confused. Some cadres within the public security organ also called for “revolution.” In response to these circumstances, the provincial party committee instructed the public security organs to do a good job of defending the party and government leaders and key units while reiterating repeatedly that the public security organs must be the people’s democratic dictatorship and must perform their functions normally and do a good job of maintaining social order and stability. On December 1, 1966, the Provincial Party Committee approved the Opinions of the Provincial Public Security Bureau on “Carrying Out the Great Cultural Revolution in Public Security Organs”; on the 7th of the same month, the Provincial Party Committee decided that the public security organs of the prefecture (city) and county should set up separate party committees, Party organizations directly under the Municipal Public Security Bureau party (or party committee) leadership; December 15, the provincial party committee also informed the decision, the provincial public security organs of the Cultural Revolution was suspended. However, shortly after the “January Storm” in Shanghai in 1967, the authorities at all levels in the province set off a countercurrent of power grab. Some cadres were involved in the factional struggle and their work was paralyzed. Measures by the provincial party committee to stabilize the public security organs and strengthen public security work were not available implement. On March 16, 1967, Zhejiang Military Region was ordered to issue the first and second notices to the Public Security Bureau. The main thrust is to give full play to the power of the proletarian dictatorial apparatus and resolutely suppress the counter-revolution. However, under the chaotic situation at that time, these measures for stabilizing social order were difficult to implement.
