2011年2月25日,李立国部长在云南省昆明市参加全国老龄办主任会议后,专程赴昭通市调研、考察,先后深入昭通市昭阳区、盐津县、威信县和水富县等四个县区,实地察看3个敬老院、2个社区、2个恢复重建乡镇和全国重点烈士纪念设施——扎西红军烈士陵园。为什么昭通这样让新一任民政部长牵挂?李立国部长说:云南是多灾省份。昭通是一个多灾省份的多灾地区、多民族省份的典型地区。
