新中国成立以来,交通部历届党组都高度重视交通行业干部教育培训工作,善于通过教育培训建设高素质干部队伍。建国初期,百废待兴,交通部领导首先从培植干部入手,1951年4月7日,经中央人民政府政务院同意,中央人民政府交通部干部学校成立,开启了新中国交通干部教育培训事业。这一时期的交通干部教育培训,着重解决交通干部理论学习和文化教育的问题,在充分吸收解放区积累的培养干部经验的基础上,一方面,组织有针对性的各类培训班,培养交通恢复建设中急需的干部。另一方面,有机会、有步骤地抽调全国交通干部轮训,紧密结合实际需要,在开展政治理论学习的同时,设置不同的专业课程。这一时期,交通部还支持地方交通部门改建和新建了一批交通学校,奠定了行业干部教育培训的基础。十一届三中全会后,为实现全党工作重点的转移,推动解放思想,改革开放,交通部党组坚持把培养好、训练好各级领导班子作为首要任务,重点解决交通干部队伍革命化、年轻化、知识化、专业化的问题。针对这一时期干部队伍学历偏低、整体素质不高的情况,交通干部教育培训重点加强了干部学历教育和交通业务能力学习。配合公路主骨架、水运主通道、港站主枢纽和支持保障系统的建设,筹建了交通部党校、交通部电视中专,开展以“社会主义市场经济和交通业务知识”为主要内容的普遍轮训,交通干部队伍的思想政治素质和文化素质大大提高,交通干部教育培训得到恢复和发展,初步建立了交通干部教育培训体系。
