贵州省中小学教师继续教育工程于2001年3月正式启动,省教育厅随即下发了黔教师发（2001）158号《关于下发（贵州省中小学教师继续教育工程方案（2001——2005））及两个“实施意见”的通知》文件,在工程方案中把使用普通话进行教育教学作为中小学教师基本职业技能之一,明确规定:“按照国家的要求,通过培训,使中小学教师在2005年以前基本达到省里规定的持普通话水平等级证上岗标准。”全省中小学教师参加普通话水平测试,已摆在师训工作的重要位置。
