教育改革和发展包括诸多方面的内容,但中心是全面推进素质教育,培养更多的高素质人才。素质教育是21世纪教育教学改革的旗帜和行动指南,音乐教育作为素质教育的重要手段之一,具有一定的审美功能。前苏联著名的美学家斯托洛维奇曾经指出“人的审美教育可以通过多种途径来实现,但是不能不承认艺术是对个人目的明确地施加审美影响的基本手段,因为正是在艺术中凝聚和物化了人对世界的审美关系,因此,艺术教育——对艺术需要的教育、对艺术感知和理解的发展、艺术创造能力的形成和完善——组成整个审美教育中不可分割的一部分。”艺术教育作为学校审美教育的基本手段和重要内容,在学校审美教育中有着其独特的审美功能。
