随着我国计划经济向市场经济的转轨,政府的职能范围发生了重大变化,逐渐从原来的统揽整个社会收支活动,转向向社会提供公共物品和公共服务。政府要从市场机制能够有效运作的领域退出来,为市场机制的顺利运行提供服务与保障,并着力解决市场解决不了或解决不好的问题,这就要求政府转变职能。新形势下政府如何发挥好公共支出的管理职能,并与市场规则相协调,就显得日益重要。西方国家市场中介组织在市场经济中的作用,给了我们有益的启示:在市场经济条件下,增强中介组织在经济生活中的作用是提高政府公共管理效率的重要途径和历史必然。
With the transition from the planned economy to the market economy in our country, the scope of the government’s functions has undergone major changes.
