《中国科学报》从1993年1月13日开始,连续报道披露了一起中外科学界极其罕见的剽窃论文事件。原中国矿业大学讲师李富斌1989年在淮北煤矿师范学院任教时,逐句逐段抄袭两篇国外刊出的文章,分送两个国际学术刊物发表。这两起丑行分别于1991年、1992年为外国原作者和刊物揭露,并由我国学者于1992年9月向《中国科学报》反映,而后公之于众。经查证,李富斌还在申报国家自然科学基金项目过程中,弄虚作假,谎报成绩,骗取资助。李富斌受到了严肃处理,被给予留用察看处分,调离教师岗位,取消其申报教师高级职称资格,撤消其国家自然科学基金项目,并无限期取消其申请国家自然科学基金资格。我国科技界历来重视树立科研道德风尚。近年来,为进行两个文明建设,许多科学家纷纷论述维护科研道德的重要性,国家自然科学基金委员会
From January 13, 1993, China Science News reported a series of incidents of plagiarism that were extremely rare in the Chinese and foreign scientific communities. Li Fubin, former lecturer at China University of Mining and Technology, teaches two articles published overseas by sentence by paragraph while circulating at the Huaibei Coal Mine Teachers College in 1989, distributing two international academic journals. These two scandals were uncovered in 1991 and 1992 respectively by foreign scholars and journals of foreign countries. They were reflected by China Science Daily in September 1992 by Chinese scholars and then made public to the public. After verification, Li Fubin is still applying for the National Natural Science Foundation project process, fraud, false reports of achievements, fraud funding. Li Fubin was severely dealt with, was given leave to look at punishments, transferred from the post of teacher, cancel their eligibility for reporting senior teacher titles, the withdrawal of its National Natural Science Fund projects, and indefinitely cancel its application for the National Natural Science Foundation of China.
