我国的国境卫生检疫已有一百一十年的历史了。在人类的历史长河中事物总是在发展着,不断地推陈出新。事物从来都不是静止,一成不变的,这就是运动,是大自然发展的规律。国境卫生检疫在一百多年的历史中,也是不断发展着,特别是解放后,国境卫生检疫的内容,包括国境卫生检疫的法规,组织措施和技术措施不断地充实和完善。但是由于世界科学飞跃发展和卫生工作的开展,人们对卫生与健康的要求越来越高,特别是对环境卫生、食品、饮水(饮料)卫生的要求更是如此,另外,由于控制某些疾病(传染病)的手段不断加强和计划免疫对某些疾病有效地进行了控制,发病率不断减少,如天花病在全世界范围内已被消灭。这主要是采取了接种牛痘措施的结果。这就说明了科学的发展,不但深化了人们对疾病的
