工业生产和人们生活产生的包装废弃物日益增多,我国包装废弃物的年产量在1600万吨左右,同时每年还在以超过10%的速度增长。处理不及时引发的环境问题主要表现在自然资源的大量消耗、废弃物的处置问题和废弃物管理压力的增加及废弃物的环境影响等诸多方面。投资参与包装废弃物循环再生不仅环保,而且还会促进包装工业的发展。国家提出的可持续发展战略,固体废弃物向减量化、无害化、资源化方向处理。加之废弃物处理方法的不断成熟,给回收废旧包装提供了客观条件。同时可为包装业开发廉价的原料来源,降低原有生产成本,解决了包装工业发展的后顾之忧,也为其开辟了新的经济增长点,具有经济与生态双重效益。目前瑞士的纸、铁、铝、玻璃容器包装的重复使用率平均达到86%以上;德国马口铁回收率为50%,瓦楞纸回收率高达95%,废报纸综合回收率达78%。相比之下,我国的包装制品在生产、流通和消费过程中造成的环境污染尚未得到全面、足够的重视。投资包装废弃物循环再生大有可为。
The production of packaging and waste generated by industrial production and people’s lives are increasing. The annual output of packaging waste in China is about 16 million tons, and the annual growth rate still exceeds 10%. Environmental problems that are not triggered in a timely manner are mainly manifested in the massive consumption of natural resources, the disposal of waste, the pressure on waste management and the environmental impact of waste.
