In March 1969, both China and the Soviet Union held large-scale armed conflicts in Zhenbao Island, Heilongjiang Province. The situation was very grim. Mao Zedong proposed to prepare for war in this regard and should make the best preparations for early fighting, big fighting and nuclear war. On August 20, 1969, Ambassador Dobrynin of the Soviet Union was instructed to meet urgently with Kissinger, the U.S. president’s national security adviser, in Washington to inform him of the intention of the Soviet Union in preparing to carry out a surgical nuclear strike against China and seek the opinions of the U.S. side. Kissinger met with President Nixon at the White House the next day. He told Nixon the intention of the Soviet Union to prepare a nuclear strike against China.
