虽然电信企业拥有较完善的企业制度,在企业工会建设方面取得了一些较为显著的成效,但随着我国电信企业改革发展步伐不断向深度和广度的推进,电信工会推动企业管理民主化进程面临着若干难题,如企业员工的整体素质难以很快提高;企业工会组织的建设难以及时加强;企业工会发展的模式难以尽快构建以及企业民主化管理程度难以迅速实现。因此,从战略与策略的角度对电信工会推动企业管理民主化进程中面临难题进行分析,提出要充分发挥电信工会职能,积极营造企业管理氛围;创新电信工会发展模式,努力提升企业管理民主化水平;建立健全民主管理机制,全面推动企业管理民主化进程等发展路径。
Although telecom enterprises have relatively complete enterprise system, some remarkable achievements have been made in the construction of enterprise trade unions. However, as the pace of reform and development of telecom enterprises in our country continues to deepen and widen, the trade unions are facing the democratization of enterprise management. A number of problems, such as the overall quality of employees difficult to quickly improve the construction of enterprise trade unions in a timely manner to enhance the hard; enterprise unions as soon as possible to build the model of development and the degree of democratization of enterprises is difficult to quickly achieve. Therefore, from the strategic and tactical point of view, the telecommunication unions to promote the democratic management of enterprises in the process of analysis of the problems faced by the proposed to give full play to the functions of trade unions, and actively create a business management environment; innovative telecommunication trade union development model, and strive to enhance the level of democratization of business management ; Establish and improve the democratic management mechanism, and comprehensively promote the democratization process of enterprise management and other development paths.
